On its surface, this track offers just what you'd expect from Public Enemy: an outraged post-trial postmortem of the controversial slaying of unarmed immigrant Amadou Diallo by four New York Ciy police officers -- all recently acquitted. The title refers to the number of shots fired by the officers -- 41 -- and the number of times Diallo was hit -- 19, leading to the observation, "They need target practice/That's what it seems to me." Of course, there are laudatory references to black leader Al Sharpton and the obligatory "you'll be sleeping with the fishes if you fuck with me," threat. But a couple of new wrinkles give this tense, choppy groove an unusally reflective feel. One is the choice of comic foil Flavor Flav to deliver the bulk of the lyrics; Chuck D's powerful and uncompromising voice is heard only on the choruses. And the second is the chorus lyric itself, which is far more mournful and searching than confrontational: "Word is born/Your kids miss you when you're gone/But life still goes on." Fans used to P.E.'s in-your-face style may be disappointed, but others may welcome the suggestion of life beyond fiery rhetoric.
